Futuristic Crystals Photo Effect.

Step 1:

Start with a photo file you want to add the effect on, grab the
image below or use your own and open it in photoshop.

Step 2:

Duplicate your Photo layer and go to Image > Adjustments >
Desaturate. Then go back to Image > Adjustments > Invert. Now go
to Filter > Sharpen > Sharpen More.

Step 3:

Now add colors to your black and white photo layer, go to Image >
Adjustments > Color Balance and play with the color settings.

Step 4:

Set the layer's blending mode of your colored photo layer to Hard
Light. Then duplicate it to thicken the hard light effect.

Step 5:

Add a marquee selection around your canvas and copy merged through
Edit. Then paste so you have a new layer with the current photo design.
Now go to Filter > Artistic > Plastic Wrap, use the settings
below then set the layer's blending mode to Lighten.

Result:

Step 6:

Now erase some of the unnecessary plastic wrap effect on the photo.
Then set the layer's opacity level down to 50%.

Step 7:

Duplicate the photo player with the plastic wrap effect then go to
Filter > Pixelate > Crystallize, use the settings below. Then
sharpen it through Filter > Sharpen > Sharpen More.
