Shiny Glass Plates.

Step 1:
Let’s start out by creating a new file. I used a 500×500 pixels canvas set at 72dpi, and I filled my background with black. Now make a new layer set and name it 'Glass Plate'.
In a new layer a gray circle with #B6C4D2 color shade and 202×202 px dimensions. Then under Layer Style(Layer > Layer Style) add an Inner Shadow blending option.

Step 2:
In a new layer draw a white circle with 182×182 px dimensions.

Step 3:
Under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow and Gradient Overlay blending options to your white circle layer. Then set the layer's blending mode to Darken.

Step 4:
Duplicate your 'Glass Plate' layer set and merge it down through Layer > Merge Layer Set. Then re size the second glass plate down as shown below.

Step 5:
One more time duplicate one of the glass plate and re size it really small.

Step 6:
Now place all the glass plate duplicates inside the original 'Glass Plate' layer set. Then merge the layer set down and under Layer Style(Layer > Layer Style) add an Inner Shadow, Inner Glow, Satin and Gradient Overlay blending options.

Step 7:
Now just make a random pattern with different sizes of the glass plate design.
