Cold Photo Effect.

Step 1:

Start with a photo file you want to add the effect on, grab the image below or use your own and open it in photoshop.

Step 2:

Duplicate the photo layer and go to Image > Adjustments Invert. Then go back to Image > Adjustments > Desaturate.

Step 3:

Now modify the color to a cool blue, go to Image > Adjustments > Color Balance. Experiment with the blue settings to get the results you want. Then sharpen the image through Filter > Sharpen > Sharpen More.

Your image should now look like this. Click "Next" to continue to steps 4 through 7.
